Top Tier Strategies LLC ("TTS," "we," "us," "our") is a web platform that connects homeowners with vetted, licensed residential contractors. We also connect homeowners with financing options through trusted third-party lending partners. Our platform is free for homeowners. Contractors pay for membership.
Top Tier Strategies is not a contractor, lender, or franchise. We do not perform construction work, originate loans, or provide financial advice.

This policy is governed by the Texas Data Privacy and Security Act (TDPSA) for our Texas operations. We also follow California Consumer Privacy Act (CCPA) standards so that our practices hold up as we grow.

Consumer data we collect automatically
Pages you visit, searches you run on our site, device and browser type, IP address, and the referring website or ad that brought you here. We collect these through website analytics and cookies. See Section 9.
Contractor data
Business name and contact details, license number and status, insurance provider and coverage, service area, trade specialties, years in business, profile content, lead-response and performance data, and billing information. We collect these from the membership application, the contractor portal, and independent license and insurance verification.
Property address is not "sensitive data." Under the TDPSA, "sensitive data" means precise geolocation (a radius of about 1,750 feet), race or ethnicity, religion, health, biometric data, and data from a known child. A mailing or property address is none of these, so we do not treat the data we collect as sensitive data and do not need opt-in consent to process it on that basis.
3. How We Collect Data
Directly from you, when you fill out a form. Automatically, through cookies and analytics when you use our site (Section 9). From third parties, when we verify a contractor's license and insurance with state licensing boards and insurers. From advertising platforms, which tell us which ad brought you to our site. We do not buy consumer lists from data brokers.
4. Why We Collect Data
- To connect you with a contractor. We share your request with the one vetted contractor you selected.
- To send confirmations and updates about your request.
- To offer financing information, but only if you ask for it.
- To tell you about other services in our network (financing, insurance, and other home-related services). You can opt out of this at any time.
- To improve our platform, using site analytics.
- To verify contractor credentials and run contractor accounts, leads, and billing.
- To follow the law.
We use your data only in ways that are reasonably necessary for the purposes above.
5. Who We Share Data With, and Your Choices About Sharing
- The contractor you selected. We share your name, phone, email, property address, project details, financing interest, and lead source with the one contractor you chose, so they can contact you. Because you chose that contractor, this sharing is at your direction and is not a "sale" of your data.
- Financing partners, only if you opt in to financing information.
- Other vendors in our network (financing, insurance, home-related services), for marketing. You can opt out of this sharing at any time (see "Your Privacy Choices" below). We treat this network marketing as a "sale" or "targeted sharing" under state privacy law and give you the right to opt out.
- Service providers that run our platform (hosting, our CRM, email delivery, payment processing, analytics). They may use your data only to provide services to us, under written contracts that restrict their use of it.
- Legal and regulatory authorities, when the law requires it.
What we will never do: We will never sell your personal data to companies outside the Top Tier Strategies network. We will never sell contractor data to competing platforms or lead vendors. We will never let outside companies advertise through our platform.
Your Privacy Choices. To opt out of network marketing and targeted sharing, use the "Your Privacy Choices" link on our website, email privacy@toptierstrategies.com, or use the form in Section 7. We also honor browser-based opt-out signals (Global Privacy Control).
6. Your Privacy Rights
If you are a Texas resident, the TDPSA gives you the right to: know what data we collect; access a copy of it in a portable format; correct wrong data; delete your data; opt out of the sale of your data; opt out of targeted advertising; and opt out of profiling that has a legal or similarly significant effect. We will not treat you differently or charge you more for using any of these rights.
If we ever fall under the CCPA, California residents will have the same core rights, plus a "Do Not Sell or Share My Personal Information" link, which we will provide.
7. How To Exercise Your Rights
Contact us by email (privacy@toptierstrategies.com), our online request form [form URL], or phone ([phone]). We offer more than one method so the process is accessible to everyone.
Include your name, the email or phone number we have on file, and what you want us to do. To protect your data, we will confirm your identity by matching your request to the contact details on file and sending a one-time confirmation link to the email or phone number on record. A person you authorize in writing may make a request for you.
We respond within 45 days. If we need more time, we may take up to another 45 days and will tell you. If we say no, we will explain why, and you may appeal. If you are still not satisfied, you may complain to the Texas Attorney General at [Texas AG complaint URL].
8. How Long We Keep Data
We keep your information only as long as we need it, never longer than 7 years unless the law requires more. The specific periods are in the retention schedule we follow. After the period ends, we delete or anonymize your data. Public reviews you leave for a contractor are posted on that contractor's own Google Business Profile, not on our systems, so they stay with the contractor and are governed by Google. To change or remove a review you posted on Google, contact Google directly. We keep the survey responses and any private feedback you send us on the retention schedule above.
9. Cookies
Cookies are small files saved on your device. We use essential cookies (to make the site work), analytics cookies (to see how the site is used), and advertising cookies (to measure which ads work). Essential cookies are always on. Analytics and advertising cookies do not load until you make a choice on our cookie banner, and you can change your choice at any time. We honor browser Global Privacy Control signals. You can also control cookies in your browser settings.

10. Children's Privacy
Our platform is for adults. We do not knowingly collect data from anyone under 18. If we learn we have, we delete it. Contact us at privacy@toptierstrategies.com if you believe a minor gave us information.
11. Changes To This Policy
We may update this policy. We will change the "Last Updated" date and post the new version. If we make a major change to how we use your data (a new sharing partner, a new data category, or a change to your rights), we will notify you by email, if we have it, or by website notice before the change takes effect.
